What is the Colorado Champions Home Loan Program?
Created by SB26-053 and effective August 12, 2026, the Colorado Champions Home Loan Program expands CHFA access for first responders and their households. The program raises income eligibility to 110% of standard CHFA limits and pairs with existing down payment assistance — grants up to $25,000 or deferred second mortgages up to $25,000 or 4%.
CHFA anticipates full implementation in late 2026. The goal is simple: help the people who protect Colorado communities afford to live in those same communities.
Which first responders qualify?
The bill defines first responders broadly: peace officers (including corrections officers, deputy sheriffs, wildlife officers, and port of entry officers), firefighters, EMTs, and 911 emergency communications specialists. Household members of qualifying first responders also qualify.
In Northern Colorado, this includes Larimer County Sheriff deputies, Fort Collins Police, Loveland Fire Rescue, UCHealth EMS personnel, Weld County Sheriff, Greeley Fire, and dispatchers across the region.
What assistance is available?
Champions expands eligibility within CHFA's existing programs — it is not a separate loan product. First responders who qualify can access standard CHFA DPA: a grant up to $25,000 or 3% of the first mortgage (no repayment), or a deferred second mortgage up to $25,000 or 4%. Standard requirements still apply: 620+ credit, $1,000 borrower contribution, and homebuyer education.
The key difference is the 110% income threshold, which opens the door for first responder households who earn above current CHFA caps but still struggle with Northern Colorado housing costs.
Can first responders use CHFA now?
Yes. Many first responder households already qualify under existing CHFA SmartStep, FirstStep, or Preferred programs — especially moderate-income families. Do not wait for Champions to launch before talking to a CHFA Participating Lender about current options.
